Why do people assume a girl must be envious if she calls another girl ugly or not pretty?

That’s not always true.

It’s a mean thing to do obviously to call another girl ugly or not pretty unsolicited but that doesn’t mean she is envious. In her honest opinion she might just think the other girl is ugly or not pretty.

They're mentally retarded. Anyone can have an opinion on someone's looks. Opinions can be positive or critical. Envy is to wish that you possessed the qualities someone else has, so clearly if you think they are ugly you most likely don't also want to be ugly. Even if you are also ugly, there is probably someone you think is good looking that you might aspire toward. Girls tend to do that all the time. There is some girl they look toward for "body goals", they often cut their hair like some other woman, or wear similar fashion because they envy those women's looks.

That’s true but it still doesn’t mean 100 percent of the time a girl is envious if she calls another girl ugly/not pretty.

LOL the only way someone would think the person is envious is if they think the person saying mean stuff is ugly too or not that pretty. So if the person is calling someone ugly but is also ugly it would seem she is jealous. If not that, the other thing is if calling them ugly was completely uncalled for because like why do you even care if that person is ugly or not, to call them out for no reason usually stems from jealously.
