Sometimes, I think sometimes it can look really nice.

I don't like those particular boots. Too flat, too much hardware. So, yeah, I think they might look kinda slutty. The kind that look classy, and not slutty have at least an inch to inch & half heel & more plain. All leather or suede. Heel can be any kind you like, even wedge. They will be in style for years & you'll get your $$$'s worth. Make sure you can fold them down.

I particularly don't like them.  I wouldn't call them sluty looking but there cheap looking.  It's weird because I love boots, cowboy boots, motorcycle boots, riding boots or ankle and flat boots but I dislike the look of over the knee boots.

Overknee boots, in and of themselves, are interesting... especially the one in the link that you provided. I like the details.

I think the sluttyness factor depends on some other things such as what else the girl is wearing, how she is moving her body, and where she's at when she's showing off the look. Know what I mean?

No they don't look slutty. I never understood how knee high/overknee boots could actually look slutty. I don't know how shoes in general can make a girl looks slutty.

They can be sexy, but not slutty. Shoes can't be slutty but they can be sexy. Sexy does not equal slutty slutty is when you show too much skin.

Over jeans, or tights/leggings I don't think so. Over bear skin  it is provocative.

Technically, they're covering more skin, so no, they wouldn't be slutty. The more skin you see=the sluttier
