Is it still a skirt if it doesn’t fully cover the butt?

This question is prompted by the question  Which meaning of the word SKIRT do you first think of? Shouldn't a skirt at least cover the woman's butt?

Yes I think skirts like this are technically broad belts though I have heard them referred to as greyhounds because they are an inch below the hair. This one in the pic might be an inch above the hair however.

Old English has this covered, in my opinion, with gyrdel which is a strip around the waist and this item of clothing is not much more than that if we are honest.

Gyrdel became girdel in time and became a female underwear item to shape hips and ass. The item in the pic certainly looks like underwear so I think we should call it a girdel not a skirt.

One of the definitions of skirt is: ... "A garment hanging from the waist and worn especially by women and girls" It fits that definition. Maybe it's a kind of mini-skirt, or a "no-skirt skirt"? LOL

Probably not. If we think of the word skirt I would associate it with the word skim which means to surround something in a circular motion which in turn would cover something so in my humble opinion if it doesn't do that it's simply a flap that sits on your lower back and hips before reaching your rear end.
