I could believe it's intended as a compliment or a show of Bravado in front of their friends or even just to get a rise out of some one. Funny, I haven't been catcalled. I suppose there is a fine line of a much older guy saying these things to a minor of course, but I dont think its a big deal unless they have certain intentions.

I think women should be glad men are paying attention to them at all. Thanks to feminism more and more men are sick to death of the very idea of having to have any dealings with women.
There is a difference between catcalling and paying attention. This Monday two guys hit on me. The first one was a tall guy in his twenties. Kinda good looking and well dressed. He squeezed one of my breasts and commented "They are so firm. Let me suck 'em." In broad day light. smh. I hit him with my bag and left. The other guy was someone in his early forties. Kinda fat and looked like a slob. He was so sweet. He asked me what time it is and then told me I have the prettiest eyes. He was so gentle and caring that I let him buy me lunch. Cat calling makes girls feel like shit. It is very different from paying attention.
@heartattack25 Well, that is a completely different matter. But again, it's due to the decline of culture and morality. Feminists would say that back in the 1950s our society was evil and oppressive towards women. But back then men didn't grab women's breasts. They would open doors for them.

My primary school teacher used the saying on us when we would look into the adjoining room while someone was in there instead of paying attention to the lesson.
