Which is better: Arm around shoulder or waist?

Also... What's the difference between a guy putting his arm around your shoulders and around your waist, as in which one indicates he cares more?

In my experience it is fingers up inside, good girls love to start a good session of fun that way BUT, not many men have my gift for that act. Many girls take the hand but I do think the arm is better round the shoulder OR the waist, it is just too much for most girls to "handle".
