So I was in line getting paper during class and the guy I like came up behind me and goes "how could you?!" meaning how could I forget a book we needed for class. I answered "me?! How bout you?" and he goes "I'm not a perfect student like you".

What did he mean by this? I'm told by people on this site that he was being cheeky while others say flirty. So which is it? In this case is it the same?

No he's flirted a ton more and a lot more obviously with me in the past like a ton! So it's def not the only flirting I've gotten from him. This isn't even the most obvious either that I've gotten from him

Yeah that's true he's just hard to read sometimes. Like he seems like he's flirting but he'll talk to other girls.

It's probably nothing (him talking to the others) because it doesn't seem flirty but at the same time I want him to just realize I like him too and he should ask me out.

That would depend on your defition of cheeky and your definition of flirty, but I think we'll end up with a boring but accurate answer like "No, except in certain circumstances.".

Hmmn, sounds a bit flirty to me, but it's hard to tell. If that's the only 'flirting' you got from him it probably doesn't mean much (if anything).

Anyway, if he's already flirting with you a lot it probably was flirting. Even if it turns out it wasn't, if he's flirting with you the rest of the time does it really matter? Happy Easter, btw!
