Maybe he rubbed one off in the night while thinking of you and had a bad conscience. Maybe there was some important stuff on his phone he had to read. How many reasons do you want to hear? I don't think that guys in general are doing this. It's a particular case so it needs specific information. Why don't you ask him what's up on his phone. Like "Any bad news?".

He might have felt bad about what he did, or you did not respond to his approach. He might be shy too and took the chance to attract you, and then you did not respond. He might be too scared to do it again.
