Is sinking from an older man in a social setting mostly flirty?

So there's this guy, he's noticeably older than me, and I don't know sometimes if I'm just imagining things or if he's sending some vibes my way... He's been staring a lot, touching me for appropriate reasons but very tenderly, teasing me and all that and being emotionally receptive to me. I also get the feeling that he definitely tried to impress me a lot and kind of wants to make sure that he knows where I am and what I do. Anyway, recently we were at a get together and when he and I clinked glasses, he slowly winked at me with the eye the others couldn't see. I was like whaaaaat, does this mean anything?
Maybe he's just a nice guy who sees me in a daughter-like way, I just don't really know where to put such things.
Maybe the winking didn't mean anything flirty. But I also have the feeling that he's been giving me attention and with that in mind, I wonder if men would ever wink in an ambiguous situation or if they simply don't think that much anyway.

Don't really get this guy yet.
