I think it depends. Sometimes you make eye contact with a stranger because you are in a store and you see someone you are not familiar with so you look them in the eyes. I kind of think of it as a way of non verbally saying "oh hi there I wasn't expecting to see you here today at this time well anyways I'm gonna get back to looking for what I need to buy." I personally think the more you make eye contact with someone without talking I would personally feel that to be weird and also a coincidence especially if you happen to walk in other aisles in the store and you see her again. I personally try not to make eye contact with strangers since some people would feel weird but then you also have people that feel weird if you don't make eye contact with a stranger since it is human nature to make eye contact with someone even people you do not know.
No I don't stare at strangers randomly, but it's different like for example at gym guys always offer help or check me out and stare so if I find someone attractive i will stare back and smile and wink haha works well lol. They will come over then or randomly strike up a conversation even at the bar at gym.
Your are allowed to see people without checking them out. Also not everything that catch your eye is something attractive, it can be anything abnormal too. Don't see many midgets around? Then when you see one you will look a bit extra. Person has a silly hairstyle, people will look extra and so on.
If you run after them on a dark street and they look at you, does that count as checking you out?
I'm not saying you are ugly or etc. But most likely women are not checking you out. Usually you can tell if they are just looking around or checking you out.
