More often than not yes, they're using it as an opener. However, sometimes we can make an assumption that someone is trying to hit on us, when in reality, it's perfectly normal to initiate a conversation with someone to be friendly. Maybe he's waiting for someone or friends and wants to converse while he waits.

You'd have to take a look at a bit more than just him instigating a convo. Does he offer to buy you a drink? Does he compliment you? if it's strictly just chat it might just be platonic. If he offers to buy you a drink as well then that could solidify it a bit more.
