I think you're going about things the wrong way- I'll ignore the fact that a 28 year old is after 18 year olds (you may like em fresh- just keep it legal).

You're not going to get 18/19 yo girls by acting like an 18/19 yo boy... They have 18/19yo boys for that. If they're interested in dating an older guy, it'll be because you're more mature, or have something that teen guys can't give them.

If you want to chat them up, chat them up in places you both have reason to be, e. g. the gym, festivals, college events (make fun with other people in college so you have a reason to be there- probably in adult league sports).
