Asking out a girl that you've never spoken to before?

I've read mixed opinions on this, some say it's creepy to ask out a girl if you've never talked with her before, but others say it's fine and that's how you get to know people.

Is it more likely to go well if she was already kinda attracted to you in the first place?

Chat her up once and if it goes really well then arrange a daylight date or activity that is clearly public or even outdoors. Food trucks and bands etc... She needs some time around you.
