Did it seem harsh how I rejected him?

While it's your boundary and should be respected, it was kind of harsh, a simple "no I'm not into that sorry" would've been better.
When a guy expresses sexual interest like that he's being genuinely honest and not sugar coating his true intentions with you out of respect. Albeit in this example not the smoothest talker for sure hehe. No need to get hostile or mad about it.
Negative, his creepiness deserved a harsher shut down. You can express your desire without coming off like a predator
@blissinanarchy1 he really at all did not sound like a predator. He was honest about what he wanted and told her straight forward.
In fact it's actually creeps that don't exhibit this behavior and hide their intentions.
Who talks to girls like that?
If you were his girlfriend or fuck buddy, it would make more sense. But any woman in her right mind would've rejected him too. Probably a lot worse too
