I kept ignoring him cause I was unsure about his intentions while he continued to show interest in me (I was told that he's a flirt by his classmates). He was my senior and graduated a year ago... we saw each other 9 months ago very briefly and I spoke to him nicely a few weeks ago cause I thought maybe he deserves a second chance but he deliberately tried to make me feel bad. I don't understand why did he behave this way? If he didn't want to talk he could have just ignored me?

Before he was about to graduate, it seemed like he wanted to say something to me and my friends had noticed a few times that he wanted to approach me. But our college suddenly closed due to corona and he graduated and we didn't see each other again for like 6 months after that.

Yes he felt rejected - because you rejected him.
He’s either moved on or, was hurt enough by you to have his defenses up. He probably wasn’t trying to make you feel bad, rather let you know how he felt about your actions. Catching feelings over something like that means you know you where/are in the wrong.
