Why can’t I lock eye contact with girls?

I use to be invisible in my college when I first arrived but now that i’m back from a 2 year break I notice way more attention from girls at my school my first week there I locked eye contact with this Spanish girl and it was intense i liked it obviously I can tell she has some sort of attraction but many girls don’t do this just today I seen a pretty girl side eyeing me as I was walking down the hallway … right when I was about to look her direction she looks away in these instances would could be the reason they don’t want to hold that eye contact

Well my guy. There's looking at them and there's talking to them. If you do the former without the ladder, they're gonna get uncomfortable
