No really, I would say no... but answering that question could be easily flipped into inviting someone out for drinks. So, it all depends on what your intentions were in asking, and only you truly know that answer.

Unless it is a gay bar, then you were definitely digging for something. even if you want to say it was not technically flirting.

It's certainly trying to make a connection so I would claim so. You are not asking for a direction or which bar to go to. So you are beating around the bush, and adding question before asking them to go to a bar otherwise the question is completely irrelevant.
