Is it considered flirting if a guy, who barely know a girl, but thinks she’s cute, constantly calls her bae?

He made it clear he doesn’t want to her friend. Every time he talks her he’ll say hi bae, no bae, etc. Or he’ll say bae with a flirty emoji.
