Does staring count as flirting/checking out/signs a guy likes a girl?

i used to be friends with one guy through school and stuff, and I was almost certain he liked me, and when I flirted back things got awkward.so I'm not sure what he was thinking or if he still cares, I never really got an answer, but when we run into one another he always makes an effort to say hi and stares with smiling and is nervous.we both stare and its like sparks fly all over the place.but none of us have said anything.im afraid to because I don't want rejection and I always though guys are more confident than grls so if he TRUELY liked me, wouldn't he wanna speak up?

Out of 10 girls, I'll probably approach one because I'm like 95% sure she'll say yes, to the point where it's so blatantly obvious that it was just waiting to be said verbally.

It sucks (both for girls and guys) but both genders fear rejection just as much as the other so they'd rather do nothing and stay in their little bubble.

Just reminded me of a really weird example. You can either be like the stock market where you take a risk and there's huge highs and lows. Or you could just play it safe and keep your money in the bank, nothing good is going to happen, but at least things won't take a turn for the worse.

Ok really lame example, but the idea was great before I tried to put it into words.

Agreed, staring is flirting, it's like testing the waters. Guys are really afraid of rejection. If you really wanna know get alone with him. Flirt a little and see what he does. Guys feel braver in a one on one situation. Maybe it's because if he does get shot down, there's other people there to see it. But you still have to make it pretty clear you want him to make a move.

Like I said, get him in a one on one situation, and be flirty, or have someone tell him they heard you really like him. He won't know it was you and if he makes a move great, if not no one loses face.

Yes, when a guy stares at a girl, he is usually checking her out because he thinks you're cute. But most guys are shy and afraid of rejection which is why they don't always approach girls or try and make a move.

Yup that's how it is most of the time unless you show him that you are open to approach

I have said for a while that the majority of guys fit into 2 categories. They are either cocky and think they're God's gift to women, or they're shy, afraid of rejection, and don't go up to girls and let them know how they feel. Now not every guy is like one of these two, but most guys are. But girls are just the same. That's why you see so many MISSED CONNECTIONS on Craigslist. So many people wishing they would have said something, but didn't have the guts to.
