I think it all depends on the context of the compliment. Also, your relationship dynamic with the person giving the compliment is a factor I would consider if someone were flirting with me.

​You can compliment someone without flirting.

​If it were a general comment about my physical appearance or personality, I wouldn't assume it was flirting. Also, I think the approach matters to, the person's body language and whether they're in my personal space or not.

Flirting can include compliments but compliments can also be innocent and not flirting.

I’d say flirting isn’t just about what you say but how you say it… your tone.. the timing… intention etc.

my compliments are first, genuine... if I say it, it's because I mean it, but they're not necessarily flirting, compliments are first... appreciation and flattering, which is why you can also compliment friends, family and even dudes... not only someone you're attracted to

now, flirting is a whole other level of complexity and at the same time it is very simple, lol... it's just being playful on a certain mood, and also on the back and forth, so these might go in very different ways and sometimes there's compliments too but not every single time, not all the time
