Just because we get older doesn't mean we no longer see and appreciate beauty or attractiveness. Just because I'm an old fogey doesn't mean you have gotten ugly. We older folk see and appreciate the finer things in life, just like anyone else. A beautiful landscape, sunset, woman, or movie do not lose their beauty in our eyes just because we get old.
From where I sit, you did exactly the right thing. You said thank you, hopefully with a neutral smile, and left. It is good to be careful, though; there are some creeps of all ages and genders running around loose. It was probably a compliment and no further. One thing I've learned is that there are some insurmountable differences when it comes to large age gaps. That doesn't stop me from appreciating beauty when I see it. I just don't act on it in the way I did when I was a third my age. More than likely, the baker sees that too, and acts accordingly.

It depends on pitch, tone, and body language. He was trying to make an impression and no one says anything with those overtones unless he is trying to secure you for relationship.
It can definitely go both ways. Depending on his tone of voice though. If it seemed more loving and caring, it seems like it's a compliment. Like, if they way he said it makes it sound as if your grandparents said it, that indicates it's a compliment. If he said it and it seems more like a stranger saying that, he's flirting. If he's flirting, do not approach him and do your best to avoid him cause that's just weird.

Well from me- and it could well have been from me- it would have been intended as a compliment with the hope that an encouraging result might lead to more. I'm pretty sure the person who gave the compliment was thinking the same. If you he had meant to leave it open ended hoping from a response from you, what would you have said?
It was compliment, albeit an inappropriate one, from a much older man. You wondered if it was 'more than a compliment' not sure what you meant by that?
