Did he want me to approach him?

I was walking toward the gate and I spotted a very cute police officer with a k9 unit dog standing there. I looked at him for a few seconds, eyeing his face. Then as I approached the gate, I noticed him looking at me. I guess he caught me looking at him. I looked away then looked again... he was still looking at me. (Not staring but I can tell i was in his field of vision). Was this my green light to approach? He was very stone faced, no expression, no smile. I just can't tell if he's interested or not.

He was on duty so it's difficult to say he was interested

I kind of acted like that with my crush. However, he is an on duty officer, so he was probably just doing his job.
