Why does he keep staring at me but never try to talk?

There’s this guy I see pretty often, and even though I completely avoid looking in his direction, there have been times when I’ve caught him blatantly staring at me from across the room, while we’re passing each other, and so on. He usually has a poker face, and I’m always the one who breaks eye contact first and continues with my day.

Sooo, one night, I walked past him and happened to glance over, only to catch him staring directly into my eyes with this almost puppy-eyed expression. Then, the second we made eye contact, he quickly looked straight ahead.

Another thing I found interesting was that one day, he came in with a girl I’d never seen before, but that didn’t stop him from staring at me. If anything, I noticed that his friends seemed a little off, too, which made me wonder if they knew something I didn’t.

My thing is, why stare at me so much but never make an effort to say anything? If he even wants to talk to me, that is. Or am I just eye candy to him?
