Joe is right - a lot of shy guys talk themselves out of approaching women; they take themselves out of the running before even giving it a shot. It all comes down to self-confidence and the ability to take risks and/or take a chance. If you want to break the ice, go up and say hello - sometimes, shy guys will open up after someone breaks that ice. Communication is key - good luck!
In a way shy guys give up easily. I usually talk myself out of approaching a girl because I think she's not interested. He should always have that feeling deep down inside for you, but since there hasn't been communication between you, he's suppressed that feeling. If you strike up a conversation, or even just say "hi" I'm sure all the feelings will come back to the surface!
Just say hi, there's nothing to lose. If he is shy he needs you to intiate the hello to start with do it a few times then that builds up his confidence. if he doesn't follow through with saying hello after that, you know he's not into you. just have fun with it. If he's a shy guy he will love a confident girl.
Well the guy that likes me has done for over a year but he hasn't spoke a word to me and he's still interested so it just depends how much he likes you I suppose. A month is nothing really. Easiest way to break the ice would be to say hi to him first-ease some of the pressure for him.
