I wouldn’t say so, but I’m no legal expert so I don’t know the specifics. Stealing seems to require more deliberation and intention of taking something that isn’t yours, rather than accepting something for free that is usually exchanged with for money. When I was a young kid, I went into a store to buy some cookies and the worker there just gave me them for free. So, did I steal these cookies? No, I don’t think so. Now, if I went in there and snuck my hand to grab the cookies without the worker looking and made off with them that would be a different story.
