All grocery stores will take the necessary action to reduce or eliminate pests. Even if they have a few, rats, mice, and roaches hide so likely, I never see any. When I go outside in the summer, especially at night, I might get mosquitoes bites but that doesn't prevent me from going outside.

It's not a deal-breaker so long as it's an isolated incident and the store/restaurant takes appropriate precautions to reduce the probability of future occurrences. Food attracts vermin and it is very difficult to completely eliminate them.
What would be a deal breaker is if a restaurant failed repeated health inspections.
I would be surprised if you find ANY store that doesn't have rats or mice some where, i worked at a few of the biggest supermarkets in my country with huge reputations and there are always rats and mice around out the back
It's definitely something that happens but there are steps to take to prevent bugs and rodents.

I am picky about that. I have stopped eating at certain places because I have seen insects in the food. The place has to be clean as can be.
I worked in the grocery retail business for almost ten years. From little neighborhood bodegas to large chain supermarkets, in the city, in the suburbs, in the country…all of them had rodent problems.
I know they are there, however, I do not need to see it. And I do not need to be chewing on a fried RAT thinking it is a drumstick.-I get it if in Phnom Penh but not here
I look at the health board rating posted in the restaurant. They do a good job of letting customers know how well the kitchen is being kept.

It is common that grocery stores import roaches when they receive paltes of groceries.
Also, mice when they get deliveries of produce.
