Is the restaurant or customer more logical and why? A restaurant has a sushi dog for $120 that includes crab and shrimp and the customer asks for a sushi dog without crab and and to replace the crab with extra shrimp. The restaurant says it will cost $125 because $5 for extra shrimp and the customer feels like they are paying for crab they aren't getting.

Usually it's a matter of showing good will, if a restaurant doesn't want lose a customers, they accepts such wishes without demanding money.

Option 1: There is a thing like system gastronomy. They buy frozen menus and put them in autoclave or oven before serving it. Such restaurant wills demand money if you change your menu because it increases their costs.
Option 2: They make the dish but are just a bunch of greed assholes, or the restaurant is just the middleman and orders some specific dishes in by someone else.

I think the customer has an excellent point, however I have seen restaurants that say "no substitutions" or they have an extra charge for the substitution (such as onion rings insteadof fries, shrimp instead of chicken, etc.). Perhaps the difference is the actual difference in cost to the restaurant.

I'd say the restaurant, I mean, they manage to stay in business despite the prices, so they have something going on that keeps business going back to them. If the costumer is at fault, it's for not walking out when they saw the price to go somewhere that's within their price range.

Regardless, even if it was USD, that's a high price, but the price/quality of seafood varies here in the US wildly depending where you're at, it's insanely expensive in Las Vegas, while the quality is awful.

If that's their price, while they have constant business charging those prices, then those are their prices. If they're not budging, though shrimp should be cheaper than crab, it's because you are getting charged for the crab regardless, as well as the effort to make the roll as a special item, rather than as they would usually make it.

Time is typically more valuable than materials in the service industry unless they get wasted every day as part of a process in large amounts.

Most probably restaurant. It may also be because shrimps costs more to them.

This is not an ethical question. The reason for the surcharge, and this is just a guess, is that it's likely the crab is "imitation crab" and the shrimp is obviously real shrimp. Imitation crab is a combination of various white fish meats and costs far less than real crab meat, while shrimp costs more than the imitation meat.
