It looks like it could be or almost there. If it's hot & fluffy, it's good rice and cooked all the way. But don't cook it for too long otherwise it could turn to mush in the boiling water.

I'm not an expert other than living in Thailand , where there is a plethora of rice , I don't eat ( or very very ) little , processed carbohydrates , appreciate you are the Chef and you need to cook it correctly , but it does not look quite right to me..

It’s hard to tell. Try it right now and see for yourself. If it’s real dry it’s over cooked if it’s got good moisture then you’re in there. You can tell if something is kind of raw
