Food should never sit at temperatures between 40F and 140F, because in between those temps are where bacteria grows very rapidly, and can make you sick. And if you left rice in your rice cooker, you can bet that it was between those temps nearly the entire time.

I'm not a scientist so I do not have the medical qualifications to make a prescribed recommendations but I personally am a risk taker when it comes to food from east Asia and I will eat rice left out over night. I don't know what the data says but I feel safe eating rice cause I've done it all my life and have never gotten sick from it.
Okay so the bacteria that you most have to worry about is called Bacillus cereus. It multiplies quite quickly at room temperatures. Once it is in your food even heating it to high temperatures will not eliminate the risk. So best to throw it away.

Now about leaving rice in the rice cooker overnight, I hate to be the bearer of bad news, but it's not the best idea to eat it. I'd say no it isn't. If it hasn't been refrigerated, it's no good. It'd be the same as trying to eat mac & cheese that's left out.
First, do the smell test. If it smells funky, throw it out. But you can still salvage the rice by frying it with a little oil, some garlic, toss! Add some soy sauce, toss! Rice isnβt cheap! 🤣 nobody throws rice away in the Philippines!

I wouldn't eat cooked rice that hasn't been refrigerated. You can easily get food poisoning from rice that hasn't been properly stored.
There are actually warnings about not eating left over rice which hasn't been cooled and then refrigerated quickly.
