I lived in the Los Angeles area until I was 46 but never heard of Black people tacos. Although I did have BBQ at some amazing black restaurants.
I understand that Black people tacos are a fusion of a Mexican and traditional black cuisine. Crispy corn tortilla, beans, rice and things like sweet potatoes and slow-cooked, highly seasoned meats like ox tails, fried pork chops or whatever.
Nope, I can get these at my local Tex-Mex restaurant.
