I have a friend that does this all the time to everyone haha. She's just an excitable person and likes to use it.
It really depends on the person and what they're saying. If she's putting FUCK OFF, it's probably a bad thing. But if she's putting, HI!!! or YOU ARE THE BEST, AWWW, etc, it's probably a good thing.
Or, it just could be she has a new phone and doesn't know how to use it yet. Like my mother.
