Does the breeze up a skirt feel nice?

I don't necessarily mean sexually but does having the breeze up your skirt feel good? Especially in summer. Us guys have to let our little fellas sweat in trousers all day so I was wondering if wearing a skirt is a bit of a relief for girls. What about (I've learned that girls actually do this from other questions) without underwear?
