You should ask your roommate if she's seen them and say they are missing, without hinting or accusations and maybe make up something about them being valuable to you bc you got them from someone special, so she understands that it can't happen again. Even if she doesn't know it's him she will be more aware of the situation

Exactly, though what you say makes sense and I have done the same thing, I have asked all three of my roommates if they have seen my those two panties, well all of them know that they are missing.. but I didnot blame his brother. Tell your roommate about it and ask if she knows where they are. She will get the hint and tell you if her brother may have done it since she will know from personal experience if he has a history of doing this.

Otherwise, just let it go, but be sure to lock up your lingerie next time he is there... lol
