Would you consider this flirting?

Okay so I was at my brother in laws house with my girlfriend. He is married and we are not. We are having drinks and having a good time. At some point in the night she and him start full on wrestling. Like rolling around on the ground. I kind of let that one go because my girlfriend has done that before with girls too so whatever. Just chocked it down as playful fun. However, later that night my brother in law is sitting on a bar stool sitting like a guy would with his legs spread. He is playing with one of my daughters toys... it's like this long stretchy thing it's very elastic. My girlfriend is like standing in front of him between his legs playfully playing tug of war with this toy. I got very uncomfortable and literally separated them with my hands putting more distance between them. I was pretty pissed at this point so I just go to bed. I sent her a text saying that it sure looked like flirting. Then when she read it she had like a full on panic attack that I was upset with her. Was I wrong to say her behavior was inappropriate? She insists that she wasn't flirting with him but now I feel so betrayed because they say alcohol is like a truth syrum. But she has indicated to me that she will not be drinking anymore. But that took like a week when she stayed up all night last weekend doing rails and drinking with her friends while I was away at work. I got upset with her about that as well. Was it wrong of me to get upset about that? We had also discussed that doing drugs is done. I have seen people's lives destroyed by them when it gets out of hand and she was doing it twice a weekend at one point spending up to $400 a weekend. Am I being to controlling or am I being reasonable?

To clarify about the brother in law and girlfriend situation.. I am separated and not yet legally divorced for 6 years now. I have since got into a relationship with a different woman.
