I've never noticed any correlation with HR women in particular.
Business casual for women is pretty wide-ranging; we have more latitude for dressing in general.
The thing with women is if they are relatively fit and toned, and they wear their clothes quite fitted, people (all people) will think they potentially look sexy. By the nature of their natural curves (which obviously men do not have.) When I was in a retail high-end menswear environment (where there was a mix of male and female employees but a bit more male-heavy) I was advised to 'dress up' and I could consciously choose to wear a v-neck and short skirt with nylons and heels, or I could do pants and any other kind of neckline. It doesn't mean I'm inappropriate with either. Women have breasts. And legs. And hips. Sometimes I think it's a bit ludicrous to try and mandate, or even legislate, what women can wear that can be interpreted as sexy. Do you remember when Michelle Obama got so harshly criticized for her short sleeved blouses? (With beautiful biceps showing, I might add. She worked for those guns.) It's hypocritical bullshit.
On the other end, we women know that even a hint of cleavage draws the eye (from both sexes; it ain't sexual with women, but you do still notice.)
The way that I look at is, it reveals quite a lot about the woman/girl. It's not that she should or shouldn't show skin, or curves, it's that by her choices you get an inside glimpse into what she wants to project. Clothes make statements. Along with behaviours such as smiles, eye contact, steely gazes, firm or soft handshakes, etc.
My only theory (a total guess) about the pattern you have noticed is this: perhaps HR people are so attuned to working with people, reading them, gauging them, and even sometimes manipulating them, that they are more aware than most. on how to influence them. I think it's complete coincidence if some HR girls have tight or sexy bodies. But it would not surprise me if the ones who do (and especially those who have a manager who is setting a certain tone, or outwardly appreciating them for their choices in presentation) are doing it to control the narrative, or their image, or other people. It's subtle, but it's very much how women operate. Sexuality can be a powerful tool for a woman.

I used to work alongside and befriend several women in HR, and you're right. For some reason, most women that work in HR dress very sexy.
Years ago, we used to have some young girl in her early 20s that was the secretary for HR that dressed very risque! I kid you not- guys would tell me how attractive she was or how it didn't seem fair how she could get away with dressing like that... in HR!
The manager over HR, she dresses in professional, yet sexy clothing. I'm not going to lie; I wish I could pull off some of the outfits she wears.
Several people used to complain about how they dressed saying it's unprofessional, unfair... let me rephrase that, several women complained. The men at my job didn't mind one bit, lol.
However, the issue got swept under the rug. Gee, I wonder why? Perhaps because the head over HR is a man and he doesn't mind women dressing that way? Hmm.
It does seem like they're doing it to give off a sexy, confident persona.
To be honest I don't think you are overthinking, in my last workplace as an employee my HR vicemanager would dress kind of like this, and even if I'm too interested in those things I would take notice.
I also had the pleasure to have some work breakfasts and lunches with her and she was a brilliant conversationalist.
Well they are HR who is going to stop them? They are supposed to be the company police department... and maybe just maybe the women are just simply hot and they like to show it off by dressing sexy. Go check the accounting department I am sure the hot women are also dressing sexy there too.

It's a good point 🤔 the sales person where I'm at dresses very stylish and I'm guessing it's for appearances although most women are doing hr at home now
The boss of HR is usually well dressed (lots of skirts and dress with high heels) but the others who work there aren't that well dressed. I worked in HR so and where I worked (in a town hall) only the boss of HR was well dressed the others two women were always in jeans and a basic shirt (with either leather jacket or a basic sweater).
They lido, because they like to and because they’re competing with other women in HR
who should we complain too?
to inspire sexual misconduct and climb the ranks easier
