Not always, I've known some guys that are usually successful with pretty girls, they get no from girls too. Not all girls have the same tastes as to what they find attractive in guys just like not all guys have the same taste in what girls they find attractive. Girls might say no because they don't like your personality, views, or because you're not rich enough even if they find you good looking. Other reasons might be that they might not know you well enough, she might already have a boyfriend, you could have a bad reputation, be socially awkward, come off creepy to them etc.
