Girls, Why do girls sometimes have there head down but their eyes are staring at you?

This happened to me twice before with 2 different girls. One girl had her face pointed a bit down but her eyes were looking up at me I think she looked away after that. This also happened to another girl but she didn’t look away. Why do they do this? Is it to check if someone’s staring at them? or is it just nothing. I don’t talk to any of these 2 and i didn’t talk to tjem during the situation.
