The weird thing about 'rude' and 'polite' is that they depend on what people THINK is rude and polite. There is no absolute rude or polite, only what people think is rude and polite.
Anyway, I don't personally care if you put your feet on the chair. But a lot of people DO care. So it's generally frowned upon to do it. It might also be seen as slovenly.
In the past, libraries were rigid. They were overly formal, with people sitting at tables with upright posture and being perfectly quiet. It was like that when I was young. Now, it's a lot more relaxed, which in my opinion is a lot better. That rigid formality sucked. If you want to kick back, go for it, and fuck what people think. You are at the library, and that's a good thing. Leave that rigid formality in the past.
I've been to six colleges and a whole bunch of libraries. The best learning environment is a relaxed environment.

Yeah i have work security at a library a couple times and it one against the rules and a little rude. Also they do have foot stools though if you want to lift you feet up and a couple recliner chairs also. I do have to wake up a lot people when they fall asleep in them though.

Not really in my opinion I've hung out in libraries a lot and usually if they aren't crowded you can take up as much space as you like as long as you don't have dirty shoes on the chairs or something
