I'll be completely honest, it's pretty much impossible to achieve a perfect 10 without heavy makeup or photoshop.
No such thing. That would be perfect in every way, and no one walking the planet fits that.
Good grief! I just came here to say that the picture that the powers that be a GAG decided to use to illustrate this question--that picture does a GREAT job of illustrating, "no where NEAR a 10!"
A ten is a girl I fall in love with. The score is high if she is beautiful, smart, funny etc. But to be a ten, my emotions need to be involved.
Would be extremely rare for me to consider somebody to be 10/10. I guess by looking amazingly good, so that just looking at her makes a wow effect and having a great personality.
