Because she haven’t move on.
Some people take nore time to move on from someone they love. Or some people really can’t to be alone, and adaptation to start to move on.
Like me, i used to kike that. I forgave my ex for cheated on me. But it just to made him stay, because i was slowly just moving on from him and live without him. When i finally felt i was strong enough, i left him without any tear and sadness.
