How do women who wear leggings that ride up not wear clothes for men?

I'd love to hear from females out of there who wear leggings that ride up (usually they wear skimpy underwear so you see all their movements). From a guy's standpoint, this seems like an attempt at attention and the ego boost from it.

But I also hear women who say they don't dress for guys and dress for themselves. Yet many women don't dress this way mainly because of the sexual attention they may get and don't want to have to deal with, so how do the women who do wear revealing clothing like this imagine their choice has nothing to do with men?
