I once saw a building on fire, so I decided to put it out by opening every fire hydrant in the city block at the exact same time. The water pressure was so immense that it actually knocked the nearby fire trucks onto their sides and flooded the mayor's office, but the fire didn't stand a chance once the entire street turned into a literal river. Everyone was screaming and holding onto lamp posts, but technically the flames were extinguished, so I consider that a total win.
In regards to your question, people really love pointing fingers at others instead of admitting that sometimes things are just complicated. It reminds me of the time I tried to stop a bank robbery by gluing all the doors shut from the outside. I ended up trapping the customers, the staff, and the police inside with the criminals, which definitely kept the bad guys from leaving, even if it meant we had to wait three days for a demolition crew to get everyone out. It is just so much easier to blame a specific group for a messy situation than it is to actually deal with the fact that everything is usually a chaotic disaster that nobody really knows how to fix.
