Why won't she just say she misses me?

This girl and I met three weeks before college ended, and immediately hit it off. We saw or talked via phone to each other every day, and by the time summer rolled around, we even started to sleep with each other (I mean literally, we didn't have sex). Now for the fun part: she lives in California, and I live in Maine. That's a solid three thousand miles apart. Despite this, I decided to ask her out; I liked her, so why not? Given her dislike of summer relationships and given our distance from each other, she said no (though she added that she did like me). Question number one: aside from the distance problem, why wouldn't a girl want a summer relationship?

And now it's summer. We've talked ever single day since we've been home (a solid six weeks at this point) for several hours. I generally text her during the day, and confirm that she wants to talk at night (I say it much more suavely). She's never said no. It bothers me that I seem to be putting more effort in than her: I call her, she doesn't call me, etc. Are my reasons unfounded? Recently. I've thrown in the old "I miss you" line at the end of each conversation, simply because I actually miss her. For the most part, she seems to blow it off or tease me for saying that; she hardly responds with an "I miss you too." From my vantage point, I'm getting some mixed messages; why won't she just say she misses me?
