If u and he wasn't slept together means u and he having confidences each other that u know what u r! We cannot tell that he was not having interest on you. it depends upon not only ur personality but also the behavior of ur's or he may feel shy to ask u to have sex. That's a long time for a guy to wait and not to at least have mentioned it previously. Maybe he's a virgin, super shy and not ready, or has an std lol seriously though I would bring it up especially if you tried to initiate and he rejected
