Why would you approach him? The fact is if you're not interested, him looking at you is irrelevant. When I pull up to the Wendy's drive through and the chick eye fucks me, then disapears for a second and 2 other girls that work the come to the window and eye fuck me do I go OMG sooooo creepy, let me get on the internet and ask what to do about girls looking at me. I don't mind guys looking but there is a certain point where it becomes really uncomfortable.
But you refuse to take the only actions you reasonably can. If you are to confront him what's the difference between that and reporting it to the staff? You are a confusing thing; you don't want to act against him but you also want him to stop. I imagine talking to him would make it worse though since he may simply misinterpret as "She spoke to me! Oh happy day!"
That's why I'm asking here. I don't have a problem confronting him if it would actually work. I don't think reporting him to the gym would really do much.
Well what are the consequences if confronting him fails? He clearly doesn't respect basic personal space or social cues so it isn't as if there would be a sensible standard to asking him to behave. As for talking to gym they deal with harassment all the time and at most he will be kicked out the gym permanently. There is no solution foreseeable where everyone wins unless some other girl becomes the hottest apple of his eye and he just moves on.
It depends on whether he can smell your discomfort as well. To a point if you show zero reciprocity there's a much higher likelihood that he will give up. Simply put: Ignore him. The attention itself is probably being interpreted in his favor; what you say is a dirty look is "hard to get" to him. That is if he's as creepy as it can get.

Here is how it would work: We confront the guy in an area with no other witnesses and no security cameras. I knock him out. He calls the cops on me for assaulting him. In my defense I say that he tried to attack me and I was defending myself, I'll use you as a witness to say that he attacked me. BOOM case closed.

But really, it's not worth the effort. Better off just telling gym staff so he can have his membership revoked, and if he persists after that, tell the police.
