@sharethis has the right idea. In this case, the word 'pretty' is operating as a meaningless intensifier.
Other examples of meaningless intensifiers:
- effervescent bowling
- earnest horseradish
- unbridled pancakes
Take out the word 'pretty' from pretty hot and what you are left with is simply hot.

I use that word when I want to be casual about it.

By my definition, it means hot. If they meant any less they'd say cute, okay, or ugly to which they didn't.
