He's hitting on you and you need to know that that's not cool. I assume you're very uncomfortable when he does this. If there's someone in authority over him you should tell them what he's doing. You should also make clear to your boss that you're not comfortable with what he's doing. And take notes of what he's done; what he's said; what you've done and said, and when it all happened.
In some countries touching is very common. Kisses on the cheek are acceptable hellos and goodbyes.
If he's not foreign though, then he's either trying to be a bit more of a ladies man (which is inappropriate in the workplace) or he's hitting on you.

If you like your boss... then be smart enough to not engage in any sexual behavior with him.

It's harassment. You need to tell him to stop. Say "Can you please keep your hands to yourself? Thank you". If he doesn't listen, then you should report to the company's Human Resources.
