Being sweet and being creepy, what's the difference?

Thought about this today. When I was in class, one of my female friends noticed another guy in the class kept looking across to her, we both know the guy to some extent, so he's no stranger to us.

She told me she felt he was being really creepy and didn't like it. I told her that he probably just finds you attractive, so it's no big deal that he's looking at you, you should feel flattered.

Anyway, where do you girls draw the line between someone being sweet, and being creepy? I've seen so many times where a guy is genuinely trying to flirt/compliment/do something nice for a girl, and she claims the guy is just being creepy.

For example a guy asked a girl on two different occasions to join his group in class to do group work, the girl I was sat next to (who he was asking), told me "he asked me to join is group the other week too, that's a bit creepy".

Are some people just too naive to see when someone is flirting or whatever? It's not like these guys were bad looking either, I guess I could understand it if they were really scruffy looking guys hitting on the hottest girls in the school, but that wasn't the case.
