Creepy, weird or flirtatious?

This guy used to ignore me at parties and only started paying attention after he saw me a friend's wedding (where I was wearing a full face of makeup and was all dressed up :/). I noticed there that he'd lean forward to stare at me, kept walking back and forth infront of me and he'd glance over and lift his eyebrows at me each time and he then stood ahead of a trail and kept staring as I walked closer and closer until I passed him (my friends saw this and thought it was creepy). We're both in our mid 20s but he seems to have no intention of approaching.

Freaky, emotionally unstable, and indecisive. All of that on a bad buzz or a good buzz and a rejection could translate into Issues. Take the make-up off and grow some bags around your eyes... And a comment like, "this ain't Halloween you are looking at" ought to cure these Ills.
