Well boys are immature they don't always think beyond themselves and he's on the tail end of when it's understandable. Keep in mind not everyone is thinking completely while using the bathroom but most of the time you should be coherent enough to think beyond pulling your pants up.
Keep drilling him on it and eventually he will wise up. My sister had the same problem about as much as me and my roommates occasionally do this so it's not exclusively men.

Oh gosh... I've known that with a family member and his wife and kids as well. They would only flush after 3 people or so had gone to the room :o
Oh goodness when I needed to go to the room with them I flushed "from a safe distance" and with my nose closed, before doing my thing! :-(
My brother did the same until he was 17 or so. When we asked him, he said he "forgot". When he was little, until the age of 13, he did it because he was scared monsters would come out of the toilet and eat him. He's not very bright, and he has chronic laziness, combined with a general disregard for the people around him. Yeah, he's an absolute idiot.
That's disgusting. That's pure laziness.
Does he have other similar lazy techniques? Like not cleaning up after himself?

I don't know your brother is probably lazy. Now i got a question for you females, a lot of time after my sister or mother uses the toilet. I will see their thick pad in the water. Can it still stay there after a flush? Can it come back up? I know it's natural I'm just curious.
This is how you get him back. Jack his face book and post a picture of the log he left right afterwords so everyone can see it, since he has no problem leaving it there for everybodies eyes.
