Depends honestly. If its just an every once and a while thing, then its fine. But if its excessive and frequent then absolutely not. Also there are different ways to go about it. You could do it in a cute way and just send a lot of compliments or something saying how you need to talk to your beautiful girl. Or... you could be a creep and just be obsessing over where she is and why she isn't texting you back and freak her out. Just dont be the second guy.
